My drains seem to be blocked. Is this my responsibility, or that of my water providers?

It depends on where the blockage is: is it within or outside your property’s perimeter? In general, you are responsible for the upkeep of your property’s pipes and drains, which include toilets, sinks, baths, and showers, as well as any guttering and pipes attached to your property. You are also in charge of the underground section of pipe that connects your property to the public sewer. Thames Water’s website does contain some useful information. It is your responsibility to keep them in good working order and to fix any problems that may arise if they become blocked. Thames Water is in charge of dealing with issues with public sewers and the pipes that connect the properties on the street.
